<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">近日从工信部获悉，</span></strong><span style="color: green;"><strong style="color: blue;">工信部</strong>、<strong style="color: blue;">商务部</strong>、<strong style="color: blue;">科技部</strong>联合印发<strong style="color: blue;"><span style="color: green;">《关于加快推进再生资源产业发展的指导意见》</span></strong>，<strong style="color: blue;">旨在加快推动塑料等再生资源产业绿色化、循环化、协同化、高值化、专业化、集群化发展，推动再生资源产业发展，打造绿色环保产业的重要支柱和新的经济增长点。</strong></span><span style="color: green;">《意见》提出<strong style="color: blue;"><span style="color: green;">六大重点任务</span></strong>、<strong style="color: blue;"><span style="color: green;">八大重点领域</span></strong><strong style="color: blue;">和</strong><strong style="color: blue;"><span style="color: green;">十大重大试点</span></strong><strong style="color: blue;">示范项目</strong>。要求大力推进废塑料回收利用体系建设，支持不同品质废塑料的<strong style="color: blue;">多元化</strong>、<strong style="color: blue;">高值化</strong>利用。以当前资源量大、再生利用率高的品种为重点，鼓励开展废塑料重点品种再生利用示范，推广规模化的废塑料破碎-分选-改性-造粒先进高效生产线，培育一批龙头企业。积极推动低品质、易污染环境的废塑料资源化利用。<strong style="color: blue;">计划到2020年，国内产生的废塑料回收利用规模达2300万吨。</strong>《意见》将废塑料高值高质利用列入重大试点示范，重点研发废塑料自动识别及分选技术，纸塑、铝塑、钢塑复合材料等分离技术，开发废塑料改性等高值化利用技术、废塑料回收利用二次污染控制技术及专用设备，建设一批生产规模不低于20万吨/年的龙头企业，重点支持一批高效再生利用、有效促进环境保护的废塑料回收利用示范企业,大幅提升塑料再生产品品质，提高市场竞争力。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">《意见》</span></strong><span style="color: green;">还提出</span><strong style="color: blue;"><span style="color: green;">，加大政策支持力度。</span></strong><span style="color: green;">发挥财政资金</span><span style="color: green;">对产业发展的引导作用，加大工业转型升级、节能减排等专项财政资金支持力度。<strong style="color: blue;">落实资源综合利用税收优惠政策，加快再生产品、再制造等绿色产品的推广应用。</strong>发展绿色信贷，支持符合条件的再生资源企业，通过上市、发行企业债券、票据等多渠道筹措资金，破解企业融资难题。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;"><span style="color: green;">塑料模板</span></span></strong><span style="color: green;"><span style="color: green;">是一种<strong style="color: blue;"><span style="color: green;">新型绿色建筑材料</span></strong>，凭借周<strong style="color: blue;">转次数高</strong>，<strong style="color: blue;">可回收利用</strong>、<strong style="color: blue;">便于施工等特性</strong>，得到了广大建筑施工企业的青睐，为推动绿色建筑发展、节约木材资源的消耗做出了重要的贡献。此次<strong style="color: blue;">《意见》</strong>的出台，将<strong style="color: blue;">加速塑料模板回收再利用</strong>的步伐，进一步<strong style="color: blue;">提高资源利用效率</strong>，<strong style="color: blue;">降低其使用成本</strong>。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">木材节约发展中心</span></strong></span><span style="color: green;">作为负责全国木材节约代用工作的事业单位，近年来通过政策研究、行业交流、示范推广等一系列举措，有力推动了塑料模板产业的发展。<strong style="color: blue;"><span style="color: green;">2014-2016年</span></strong>，<strong style="color: blue;"><span style="color: green;">中心连续三年起草</span></strong><strong style="color: blue;"><span style="color: green;">有关促进推广塑料模板应用的人大议案</span></strong>，<strong style="color: blue;">累计联络了近百位全国人大代表，向全国人大联名提交议案，</strong>得到了<strong style="color: blue;"><span style="color: green;">工信部、住建部、财政部、国家发改委、商务部等部委的高度重视，</span></strong>多次邀请我中心参加政策座谈。此外，由中心和中国基建物资租赁承包协会主办的<strong style="color: blue;">“以塑代木”</strong>工作会议已成为行业发展的风向标和重要的交流合作平台，2016年黄石会议参与人数已突破500人。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">2017年5月</span></strong><span style="color: green;">，中心和协会将在江苏宿迁召开<strong style="color: blue;">第四届塑料模板工作会议</strong>，届时将邀请专家对<strong style="color: blue;">最新政策进行解读</strong>，希望广大企业积极参与。</span></p>
