<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 2、根据编制的可行性研究报告，建设单位委托有资质的单位进行水保、环评、压矿、地质灾害、文物、防洪、通航等调查，编制影响评价报告，工程安全评估、征用湿地占补平衡报告、占用生态红线论证，同时申请项目控制性工程用地预审，按项目隶属原则报请相关主管部门审批； </p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 1、根据发改委批准的可行性研究报告和招标方式，建设单位自行选定招标代理公司编制勘察设计招标文件。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 2、建设单位将项目法人、招标文件、招标公告按项目隶属原则报行业主管部门核备；</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 3、招标代理发布公告，出售招标文件；建设单位报财政评审中心审核招标控制价；</p>
