<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">公路工程前期工作流程共分为 4 个阶段，分别为项目</span><strong style="color: blue;"><span style="color: green;">建议书阶段（政府投资项目）、可研阶段、初步设计阶段、施工许可阶段</span></strong><span style="color: green;">。项目建议书阶段（政府投资项目）里程碑节点为取得项目建议书批复；可研阶段里程碑节点为取得可行性研究报告批复或项目申请报告核准；初步设计阶段里程碑节点为初步设计批复；施工许可阶段里程碑节点为完成施工图设计批复，取得施工许可。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">项目建议书阶段（政府投资项目）</span></strong><span style="color: green;">，项目业主单位组织编制</span><strong style="color: blue;"><span style="color: green;">项目建议书、预可行性研究报告</span></strong><span style="color: green;">，经省交通运输厅审查出具行业意见，报省发展改革委审批；纳入国家和省人民政府批准的区域规划、专项规划、重大专项及列入基础设施年度投资计划的项目不再审批项目建议书，可直接审批可行性研究报告。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">可研阶段</span></strong><span style="color: green;">，项目业主单位组织编制项目可行性研究报告，报省交通运输厅审查并出具行业意见，完成社会稳定风险评估、用地预审与选址意见书核发、出具用海预审意见、航道通航条件影响评价审核、资金筹措方案审批（政府投资项目）。在完成上述专项之后，项目业主单位将可行性研究报告（政府投资项目）或项目申请报告（企业投资项目）报省发展改革委审批或核准。该阶段中项目业主单位需重点组织推动的工作为编制可行性研究报告或编制项目申请报告及相关专题报告。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">初步设计阶段</span></strong><span style="color: green;">，项目业主单位组织编制初步设计文件，报省交通运输厅审查审批（国家高速公路项目需交通运输部审查审批）。该阶段中项目业主单位需重点组织推动的工作为编制初步设计文件。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">施工许可阶段，项目业主单位组织编制施工图设计文件，报省交通运输厅批复，完成用地批复、用海审批、环境影响评价审批、建设工程施工招标文件备案（实施电子招标投标的项目除外）、质量监督手续、建筑工程施工许可证核发后，方可组织开工。该阶段中项目业主单位需重点组织推动的工作为编制施工图设计文件。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">3、重点关注事项</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">前期工作需重点关注的事项有：</span></strong><span style="color: green;">可行性研究报告审批/项目申请报告核准、用地批复（包括用地预审）、出具用海预审意见及用海审批、社会稳定风险评估、洪水影响评价审批、涉铁工程设计方案审批、环境影响评价审批、资金筹措方案审批。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">可行性研究报告审批/项目申请报告核准：</span></strong><span style="color: green;">是其他所有专题的基础，同时其他专题成果的论证也影响建设方案的可行性，相互关联。因此建议项目业主单位要注重其质量，尽可能提前启动对方案影响较大的专题编制工作，国家高速公路项目可行性研究报告须由交通运输部组织审查，出具资金安排意见，时间相对较长，需及时跟进。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">用地批复（包括用地预审）：</span></strong><span style="color: green;">1）对于公路此类线性工程，用地审批流程长，限制条件多，涉及永久基本农田、保护区审批（自然保护区、水源保护区、生态保护红线）、用地用海指标等，需办理相关穿越或调整保护区范围等审批事项，耗时较长。2）用地无标准或超标准项目，需开展节地评价工作。3）用地报批过程需逐级上报，可能存在用地位置、用地规模与用地预审资料偏差过大的情况，需重点关注。4）对于涉城镇密集区的项目，应重点关注房屋征拆评估，评估情况对社会稳定风险评估及工程造价影响较大，建议重点关注。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">出具用海预审意见及用海审批：</span></strong><span style="color: green;">2018 年 7 月，《国务院关于加强滨海湿地保护严格管控围填海的通知》（国发〔2018〕）24 号）印发后，国家实施严控围填海政策，规定除国家重大战略项目外，全面停止新增围填海审批。项目用海如需新增围填海的须提前谋划纳入《国家发展改革委关于明确涉及围填海的国家重大项目范围的通知》（发改投资〔2020〕740 号）规定的国家重大战略项目范围。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">社会稳定风险评估：</span></strong><span style="color: green;">社会稳定风险评估是可行性研究报告审批的前置条件。开展社会稳定风险评估需针对相关利益群体进行调查，涉及征地的项目，可能会引起社会舆情，协调难度较大。建议提早开展社会稳定风险评估工作，对项目可能引起的风险进行全面的排查和解决，便于项目顺利推进。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">资金筹措方案审批：</span></strong><span style="color: green;">资金筹措方案审批是可行性研究报告审批的前置条件。方案需明确项目估算投资及分年度投资计划，根据年度投资计划明确财政资金来源，建议加大协调力度，尽早取得政府或财政部门意见，不得留有投资硬缺口。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">洪水影响评价审批：</span></strong><span style="color: green;">洪水影响评价成果结论对路线方案的走向和工程规模造价都影响较大，建议尽早开展防洪专题，加大协调力度，提前取得水行政主管部门意见。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">涉铁工程设计方案审批：</span></strong><span style="color: green;">涉铁工程项目审批环节流程多，协调难度高，特别是涉及高铁线路的审批，部分须提交国家铁路集团审批；且部分项目需委托铁路设计资质单位开展专项设计。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">环境影响评价审批：</span></strong><span style="color: green;">及时开展环境影响报告书（表）编制工作，深入论证建设项目的环境可行性，明确环境影响分析预测评估、环境保护措施、环境影响评价结论等内容，确保环境影响报告书（表）编制质量。</span></span></p>
