    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">▼</span></p><strong style="color: blue;"><span style="color: green;">市发展改革委关于制定</span></strong><strong style="color: blue;"><span style="color: green;">2023年冬供期间主城区</span></strong><strong style="color: blue;"><span style="color: green;">非居民用管道天然气销售价格的方案</span></strong><strong style="color: blue;"><span style="color: green;">（征求意见稿）</span></strong><span style="color: green;">为贯彻落实国家有关持续深化天然气价格改革的要求，根据省发展改革委有关文件精神，现拟定2023年冬供期间（2023年11月1日至2024年3月31日）主城区（海陵区、医药高新区，下同）非居民用管道天然气销售价格方案如下：</span><span style="color: green;"><strong style="color: blue;"><span style="color: green;">一、定价依据</span></strong></span><span style="color: green;">1. 《江苏省定价目录》（苏发改规发〔2023〕3号）：管道燃气配气价格和销售价格授权市、县人民政府定价。</span><span style="color: green;">2. 《省发展改革委关于建立健全天然气上下游价格联动机制的实施意见》（苏发改价格发﹝2023﹞989号）：终端销售价格根据采购价格变动相应调整，价格低的气源优先保障居民用气。</span><span style="color: green;">3.《市发展改革委关于降低管道天然气配气价格合理疏导2021年冬供期间主城区非居民用天然气价格的通知》（泰发改发〔2021〕372号）：</span><strong style="color: blue;"><span style="color: green;">主城区管道天然气配气价格0.78元/立方米。</span></strong>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">二、现行主城区非居民用管道天然气销售价格水平</span></strong></span></p><span style="color: green;">现行主城区非居民用管道天然气销售价格执行2023年非冬供期间（2023年4月1日至2023年10月31日）价格：中石油合同内非居民用天然气销售基准价格调整为3.65元/立方米。<strong style="color: blue;"><span style="color: green;">销售价格最高浮动幅度港华燃气为12%、昆仑燃气为11%，</span></strong>下浮不限，港华燃气最高销售价格不得超过4.09元/立方米，昆仑燃气最高销售价格不得超过4.05元/立方米，若上浮价格低于最高销售价格按上浮价格执行。</span>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">三、冬供期间主城区非居民用管道天然气购气成本测算</span></strong></span></p>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">（一）港华燃气购气成本</span></strong></p>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">根据泰州港华燃气有限公司与中石油天然气销售江苏分公司签订的《2023-2024年度天然气购销合同》及补充协议，冬供期间均衡1非居气量520.73万立方米，合同价格为2.424元/立方米；</span><span style="color: green;">均衡2固定价格气量1819.49万立方米，合同价格3.636元/立方米；</span><span style="color: green;">均衡2浮动价格气量130.96万平方米，按照“月度东北亚现货LNG均价+进口合理税费+接收站气化外输费”测算，价格约为4.93元/立方米；</span><span style="color: green;">调峰气量464.91万立方米，合同价格为4.444元/立方米。</span><span style="color: green;">由于冬供期间居民预测用气量与合同量存在约957.91万立方米的缺口，根据《省发展改革委关于建立健全天然气上下游价格联动机制的实施意见》（苏发改价格发﹝2023﹞989号）相关规定，价格低的气源优先保障居民用气，均衡1非居气量520.73万立方米、低于均衡2固定价格气量合同价格的外采气源73.62万立方米、均衡2固定价格气量中的363.56万立方米优先弥补居民缺口。</span><span style="color: green;">另非居预测用量与合同量存在约1055.31万立方米的缺口需外采气源，按照港华燃气11-12月外采气源价格3.91元/立方米测算。</span><span style="color: green;">故港华燃气采购成本15611.24万元，采购量3991.40万立方米，平均采购单价3.91元/立方米。</span></p>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">（二）昆仑燃气购气成本</span></strong></p>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">根据泰州中石油昆仑燃气有限公司与中石油天然气销售江苏分公司签订的《2023-2024年度天然气购销合同》及补充协议，冬供期间均衡1非居气量4206.52万立方米，合同价格为2.424元/立方米；均衡2固定价格气量3431.99万立方米，合同价格3.636元/立方米；均衡2浮动价格气量245.86万平方米，按照“月度东北亚现货LNG均价+进口合理税费+接收站气化外输费”测算，价格约为4.92元/立方米；调峰气量1156.31万立方米，合同价格为4.444元/立方米。中海油气（泰州）石化有限公司为昆仑燃气战略合作伙伴，该用户冬供期间约3744.97万立方米气量优先用均衡1非居气量，不列入采购单价核算。故昆仑燃气采购成本19946.87万元，采购量5295.71万立方米，平均采购单价3.77元/立方米。</span></p>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">（三）主城区非居民用管道天然气购气成本</span></strong></p><span style="color: green;">经测算，冬供期间主城区非居民用管道天然气<strong style="color: blue;"><span style="color: green;">平均采购价格3.83元/立方米。</span></strong></span>
    <p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">四、冬供期间主城区非居民用管道天然气销售价格测算</span></strong></span></p>
