化工项目建设流程详解（新建化工项目审批全流程）

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">“两重点一重大”</strong>，是指重点监管的危险化工工艺、重点监管的危险化学品和危险化学品重大危险源的危险化学品建设项目。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">“禁限控”目录</strong>，是指禁止、限制和控制的危险化学品目录。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">"三线一单"</strong>，是指生态保护红线、环境质量底线、资源利用上线和生态环境准入清单。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">危险化学品建设项目</strong>，是指新建、改建、扩建危险化学品生产、储存的建设项目以及伴有危险化学品产生的化工建设项目(包括危险化学品长输管道建设项目)。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">化工项目</strong>，目前尚无统一的规范定义，全国有的地方对于“凡主要原辅料为化学原料、最终产品为化学品、生产工艺中存在化学反应或涉化环节的项目”，均按化工项目进行管理；有的地方明确“化工项目”是指《国民经济行业分类与代码》中化学原料及化学制品制造业以及医药制造业(不含中药饮片加工、中成药制造、卫生材料及医药用品制造)。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">化工园区</strong>，是指由人民政府批准设立，以发展化工产业为导向、地理边界和管理主体明确、基础设施和管理体系完整的工业区域。通常包括专业化工园区和经济（技术）开发区、高新技术产业开发区或其他工业园区中相对独立设置的化工集中区。</p>
