“十四五”民航发展规划解读：任务很艰巨！

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">过去的十多年，民航曾历经高速发展期和疫情期，积累了众多的飞行人才。按测算，到2025年，飞行人员总量依然完全满足运行需求并仍有富余。机队总量高达5380架的2025年，机长数量会缺口再现。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">《规划》明确了通用航空飞行量目标，“十四五”末期即2025年，通用航空飞行时间达到450万小时，其中包括250万小时云系统无人机飞行时间。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">2021年通航飞行时间中，预计飞行训练占比持续上升并高达近80%。私人飞行基本没有开展。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">相反，2025年250万小时云系统无人机飞行时间，个人感觉《规划》过于保守，从历史数据来看，2020 年无人机云系统中交换运行数据即已高达 183 万小时。按现有无人机保有量及发展前景来看，2025年云系统无人机飞行时间500万小时完全可期。</p>
