智慧民航怎么建？今年六大方面全力推进

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">是民航发展“十四五”规划的落地阶段，智慧民航建设是<strong style="color: blue;">重要任务</strong>，要加快推进智慧民航建设。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">冯正霖强调，今年是中国共产党成立100周年，是“十四五”规划开局之年，也是全面建设社会主义现代化国家新征程开启之年，要做好统筹谋划，从六个方面全力推进智慧民航建设。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">加强顶层设计，发挥强有力的组织机制保障作用。</strong>要在体制机制创新、数据治理、示范项目推广、标准规范等方面做好顶层设计，统筹组织、一体推进各专项组的工作。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">强化规划执行，保证智慧民航建设的落实落地。</strong>要把智慧民航建设任务全部纳入各部门的改革工作中去予以推进，认真抓落实，定期总结，加强督察督办，确保智慧民航建设出成绩出成效。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">鼓励多方参与，构建富有激情活力的发展环境。</strong>要积极引导全行业以及国内外各优秀科研单位和IT企业参与智慧民航建设，推动新技术、新方法与民航深度融合发展。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">强化协同合作，营造共商共建共享的工作氛围。</strong>要强化民航各单位在技术攻关、试点应用、标准制定等方面的协同合作，加强政府信息整合和利用，发挥科技联盟作用，加强与行业各主体间、各交通方式间、上下游产业链创新链间的协同合作。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">抓好试点示范，发挥以试点带全局的带动作用。</strong>要以落实新基建实施意见和五年行动方案为重点，细化“五个一”目标任务，尽快形成一批可参考、可复制、可推广、可操作的经验成果，并推动相关标准规范修订和体制机制改革。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">强化人才储备，形成科技创新与人才储备互促的良好局面。</strong>要加强理论、政策研究和技术开发，攻关“卡脖子”技术，着力提升院校办学能力和水平，进一步加大对创新主体科技研发的支持力度，鼓励提升自主创新能力。</p>
