上海边检机关接力办理靠前服务 保障大型海洋工程装备高效出境
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">5月10日14时30分，办完出境边防检查手续后，在两艘荷兰籍大马力拖轮的牵引下，大型海上浮式生产储卸油船（FPSO）“玛利亚奎特里亚”号和全船百余名船员、工程技术人员在东海绿华山锚地启航出发，踏上了远赴巴西油田的服役之路。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">该船是由一艘30万吨级超大型原油运输船改装建成，改装后船长333.3米，宽58米，型深31.25米，作业水深达1400米，储油能力达100万桶，每天可处理10万桶石油和500万立方米天然气，是一座集生产处理、储存卸载、人员居住、生产指挥于一体的“海上油气加工厂”。值得一提的是该船在改建中配备废气余热蒸汽发电系统，能够大幅提升能源利用效率，降低二氧化碳排放量，符合航运业绿色发展需求。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">海运及海工咨询公司克拉克森数据显示，全球深水和超深水油气资源开发如火如荼，油气勘探设备需求增加、租金增长。对于船舶租赁方来说时间就是实实在在的效益。为此，上海船舶建造企业仅用27个月就完成了全部改建任务，创下同类型船舶最快改建纪录。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">“玛利亚奎特里亚”轮船身长、空间大、内部结构复杂且船员配载多，共有120多名外籍船员登船出境，20多名中外工程人员随船测试，涉及人员在不同地点登离轮，对边检手续的办理、衔接提出了更高的要求。为使船舶尽快赴目的油田投入运营，上海边检机关通过跨站接力、跨区办理，在船舶出境交付环节跑出了加速度。崇明出入境边防检查站在船舶改建地长兴岛完成换旗交付、船体检查、船员和随船工程人员登轮等手续，洋山出入境边防检查站窗口前移35海里，在东海绿华山锚地办理船舶、两艘拖轮和船员出境、随船工程人员离船核销等手续。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">据船舶代理方介绍，该轮原定于5月14日在绿华山锚地启航出境，考虑到5月10日后天气变化，向边检机关提前申请办理出境手续。边检民警登轮办理手续，节约了代理人员从外海锚地往返洋山深水港的时间，提高了通关效率，船舶比预期提前了4天，节约的拖轮费和租船费是非常可观的。</p>
