<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 今年下半年以来，中石化在国内沿海各大石化基地的布局可谓雄心勃勃。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 在9月27日，中石化先同天津市政府签署战略合作框架协议，双方将共同推进石油化工、天然气、氢能等领域合作，<strong style="color: blue;">携手将天津南港工业区建设成世界一流石化产业基地。</strong></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 根据协议，“十四五”期间，中石化将规划<strong style="color: blue;">投资700亿元</strong>的重点项目，包括天津石化南港120万吨/年乙烯及下游高端新材料产业集群项目、中国石化天津LNG三期扩建及冷能综合利用项目、中国石化北化院中试基地项目、中国石化润滑油基地项目以及中国石化氢能产业等项目。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> <strong style="color: blue;">沿海岸线向南，转至福建漳州古雷石化基地</strong>，中石化董事长张玉卓10月4日与福建省委书记于伟国、省长王宁举行会谈期间，表示中国石化坚定深化双方在石油炼化、能源保障等方面的合作，结合地方战略布局，完善优化合作方案，<strong style="color: blue;">投入1000亿元</strong>推动古雷二期等项目建设。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 公示信息披露，福建古雷炼化一体化工程二期项目包括1600万吨/年炼油、120万吨/年乙烯、320万吨/年芳烃联合装置、60万吨/年己内酰胺及配套炼化一体化下游生产装置和公用工程系统及辅助设施、配套码头及码头库区等。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 9月23日，中石化旗下新的石化产业平台——宁波新材料研究院在镇海区揭牌成立，<strong style="color: blue;">旨在帮助加速宁波绿色石化产业基地的建设。</strong></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 据悉，中石化宁波新材料研究院由宁波市人民政府与中石化共同打造，将围绕石油基全产业链，以高端聚烯烃材料、先进精细化工合成技术、先进塑料加工技术开发为研发方向，推进高端化工新材料技术的开发。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 种种迹象显示，国内石化产业发展掀起的热潮目前尚未冷却。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 以中石化2021年校招为例，2020年9月1日，中石化启动了其史上最大规模校招，共计招聘11293人。这其中，<strong style="color: blue;">其旗下石化企业的招聘人数近5000人</strong>，占总招聘人数的1/3强，比油田企业和油服企业的招聘人数都要多。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 当然，相对于企业招聘，国内炼油产能的迅速扩张更能说明产业格局的转变。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 从炼油主体来看，除了中石化、中石油等国企队伍，越来越多的地方独立炼厂正成为未来炼油产能扩张的主力军，国内石化产业发展呈现全面开花的态势。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> <strong style="color: blue;">03、亟需变革的石化产业</strong></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 可是，火爆的产业背后，往往暗藏隐忧。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 《2019年中国石油和化学工业经济运行报告》显示，2019年，我国石油和化工全行业利润总额6683.7亿元，同比下降14.9%。其中，<strong style="color: blue;">炼油业利润下降了42.1%，为近五年最大降幅</strong>；化工业利润下降13.9%，为十年来最大降幅。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 转至今年上半年，受疫情影响，国内需求增速有所放缓，石化企业原油加工量、化工产品和成品油产销受到影响，毛利也大幅收窄。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> <strong style="color: blue;">而与之对应的是，国内石化全产业链产能过剩的风险。</strong></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 截至当前，在中国1.8万公里海岸线上，已经密布了大量的石化基地和企业，新建和扩建炼油项目以及新建PX和乙烯项目不断规划上马。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 中国石油和化学工业联合会副会长傅向升今年早些时候就指出，不仅要担心氮肥、纯碱、电石、轮胎等大宗基础产品的过剩，<strong style="color: blue;">最让人忧虑的是炼油、芳烃、聚酯，甚至烯烃、有机硅、聚碳酸酯等过去短缺的化学品产能过剩。</strong></p>
