<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">据起诉指控内容，吴灿奇利用担任山东实华天然气有限公司副总经理，中国石化天然气分公司销售部主任、副总经理等职务上的便利，为他人在倾斜天然气气源、划拨天然气指标、获得天然气工程等方面谋取利益，非法收受他人财物，数额特别巨大。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">2023年9月，吴灿奇因涉嫌严重违纪违法被中国石化纪检监察组和辽宁省监委纪律审查调查；今年3月，他因涉嫌受贿罪被逮捕。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">第一财经记者关注到，在2020年吴灿奇任中国石化天然气分公司副总经理期间，他曾作为公司代表，与广西、浙江、河南等多地公司或政府部门集中签署天然气相关投资合作协议。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">例如，2020年1月，吴灿奇与广投能源集团公司签署合作框架协议，共同参股成立广西燃气集团有限公司（暂名），推动广西天然气管网建设；5月，他与舟山市委常委、常务副市长签署中国石化浙江舟山六横LNG项目投资协议，支持浙江自贸试验区油气全产业链发展；次月，吴灿奇出席中国石化天然气有限责任公司与许昌市政府的战略合作签约仪式。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">当前，国内天然气市场虽向市场化交易过渡，但上游气源资源基本仍由“三桶油”控制，气源价格只是部分放开。在国内供气量中，中国石油约占六成，中国石化占比近三成。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">根据官网资料，中国石化天然气分公司是中国石化直属负责天然气业务发展的专业化公司，主营业务包括中国石化天然气管道、液化天然气（LNG）接收站、储气库等天然气储运设施建设与运行管理，天然气市场开发和销售经营管理，地方管网、终端销售合资合作管理。“十三五”期间，该公司市场销售范围由2015年的12个省份扩大到22个省份，国内市场占有率平均每年提高1.2个百分点。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">第一财经记者检索天眼查发现，吴灿奇目前仍挂职重庆石油天然气交易中心有限公司董事长职务。该公司成立于2017年，前三大股东为中国石油天然气股份有限公司、中国石油化工股份有限公司、重庆市能源投资集团有限公司。</span></p>
