省交通运输厅召开2024年水运项目建设推进会
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">3月20日，省交通运输厅厅长马捷主持召开2024年水运项目建设推进会，研究部署加快重点水运项目建设，积极扩大交通有效投资，巩固提升全省港航资源整合成果，优化调整运输结构，推动物流降本提质增效。厅党组副书记、副厅长蒋锋，厅党组成员、副厅长罗恒，厅党组成员、总规划师苏清贵出席会议。省港航水利集团、厅直相关单位、厅机关有关处室及相关市州交通运输局负责同志参加会议。</span></p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;">要强化思想认识，认清水运发展新形势新要求。</strong>水运具有运量大、运价低、能耗小、养护成本低、占地少等比较优势，是综合交通运输体系的重要组成部分，是降低社会物流成本、畅通国内国际双循环的重要保障。当前，我省水运处于大发展、快发展的战略“窗口期”。要切实提升责任感、使命感，加大要素投入，加快建设进度，确保完成年度目标任务，加快补齐短板，奋力谱写交通强国建设湖南水运新篇章。<strong style="color: blue;">要坚持问题导向，高质量推进水运建设项目。</strong>要统筹推进，优化前期工作流程，压实工作责任，有效缩短重点水运项目前期工作周期；各建设单位要制定工作计划，细化任务分解，明确任务书、路线图、时间表，省港航水利集团要加强项目管理，各市州交通运输局要加强项目调度，全力加快水运项目全线全面开工建设；要配齐配强建设单位力量，压实项目质量、安全、进度、造价、管理责任，完善考核机制，探索建设单位项目经理备案管理制，为全面加快我省水运建设发展奠定队伍基础。<strong style="color: blue;">要抓好工作落实，确保年度目标任务全面完成。</strong>省厅要加强项目投资管理，完善管理模式，加大项目管理力度，加强施工现场管理，建立上下联动机制，形成工作合力；各项目建设单位要抢抓施工黄金期，紧扣目标节点，加强施工组织和要素保障，及时解决或上报存在的问题和困难，强化与相关主管部门、地方政府的沟通协调，采取切实有效措施加快推进水运项目建设；各单位部门要加强政策研究，做好项目储备，积极争取超长期特别国债等资金支持，进一步扩宽筹融资渠道，加快水运发展，为实现“三高四新”美好蓝图贡献水运力量。</p>
