注意！辽宁电力供应告急

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">会议指出，随着我省经济快速发展，电力需求大幅增长。</span><span style="color: green;"><strong style="color: blue;">今年前8月，我省全社会用电量1717.97亿千瓦时，同比增长9.47%，用电负荷创历史新高。</strong></span><span style="color: green;">7月份以来，由于发电能力大幅下降，造成我省电力短缺，各地方各单位采取调整峰谷分时电价时段引导电熔镁企业错避晚尖峰生产，调减联络线外送电和优化省内机组开机方式等措施，在7至8月用电高峰期保障全省电力供应。</span></span></p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;">9月10日起，我省外来净受入电力大幅下降，电力供应压力进一步加大，已不能满足全部企业的用电需求。</strong></span>我省依据《有序用电管理办法》启动了有序用电措施。有序用电遵循安全稳定、有保有限、注重预防的原则。<strong style="color: blue;"><span style="color: green;">优先保障关系国家安全和社会秩序的用户，危险化学品生产、矿井等停电将导致重大人身伤害或设备严重损坏企业的保安负荷，关系群众生命财产安全的用户，基础设施用户，农业生产用电以及国家重点工程、军工企业等用户用电。</span></strong>省有序用电方案只确定各地区有序用电调控指标，各市有序用电方案定用户、定负荷、定线路。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><strong style="color: blue;"><span style="color: green;">9月10日至22日，我省共启动6轮III级（负荷缺口5%-10%）和3轮IV级（负荷缺口5%及以下）有序用电措施，期间涉及23196户次企业，</span></strong>最大错避峰243.67万千瓦，用电影响范围限制在部分工业企业。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;">9月23日至25日，由于风电骤减等原因，电力供应缺口进一步增加至严重级别，我省启动3轮II级（负荷缺口10-20%）有序用电措施，</strong></span>个别时段在实施有序用电措施最大错避峰416.92万千瓦的情况下，电网仍存在供电缺口。根据《电网调度管理条例》，<strong style="color: blue;"><span style="color: green;">东北电网调度部门依照有关预案，直接下达指令执行“电网事故拉闸限电”。拉闸限电不同于有序用电，是保电网安全的最终手段，用电影响范围扩大到居民和非实施有序用电措施企业。</span></strong></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;">会议要求，</strong></span><span style="color: green;">省工信厅要加强有序用电执行情况的监督检查，保证有序用电实施到位，最大可能避免出现拉闸限电情况。</span>各地方电力运行主管部门要精细组织有序用电,细化优化用电方案，避免拉闸限电涉及安全生产、民生和重要用户。电网公司要延长有序用电负荷缺口预测时间和预警等级发布时间，扩大告知范围，便于用户提前安排用电计划。实施有序用电的用户要服从大局、积极配合电网企业保证有序用电措施有效到位。发电企业要站在履行社会责任的高度，增加用电高峰时段发电能力。同时号召全体电力用户能够在电网用电高峰时段科学合理安排用电、实现错峰用电、节约用电，共同打造安全、可靠的用电环境。</p>
