<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">为加快构建四川水运基础设施“一横五纵多线、两核四翼多点”发展格局，突出高等级航道和主要港口建设，推动形成“平安、绿色、畅通、智慧、高效”的现代化水运体系。我们遴选了遂宁涪江复航（一期）、嘉陵江水东坝航电综合枢纽、泸州江北港大脚石作业区（一期）、岷江干流张坎航电枢纽、金沙江向家坝水电站四川岸翻坝运输系统一期工程等 <span style="color: green;">5个</span>项目，总投资91.06亿元。这些项目大多属于交通运输部内河水运“十四五”规划项目，可获得建安费45%中央补助资金。地方政府积极性较高，全力保障征地拆迁、砂石地材供应等服务，项目预期收益较好。 </span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">遂宁涪江复航（一期）</span><span style="color: green;">（21.51亿元），项目可打通涪江—长江水运通道，打造绵阳—遂宁—重庆水运走廊，对加快沿线城市融入国家区域发展新格局，促进区域经济一体化发展具有重要意义。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">嘉陵江水东坝航电综合枢纽</span><span style="color: green;">（15.88亿元），项目将改善亭子口库尾自然航段通航条件，常年达到四级航道标准，吸纳甘陕等毗邻地区近千万吨和年运量达百万吨以上的陕西钢铁、广元中孚铝业、新疆煤炭、甘肃矿石等大型企业适水货源，助推广元袁家坝和宝轮工业园区产业结构升级。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">泸州江北港大脚石作业区（一期）</span><span style="color: green;">（10亿元），项目将成为“一带一路”、长江经济带、西部陆海新通道联动发展的战略性枢纽港区，还将形成四川大件出川出海新通道，极大改善四川大件运输环境。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">岷江干流张坎航电枢纽</span><span style="color: green;">（22.7亿元），项目实施是打通岷江高等级航道建设的重要环节，岷江作为四川重大技术装备运输的唯一水运出川通道，对构建国家高等级水运网，促进四川联系周边省市和长江中下游地区具有重要意义。</span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;">金沙江向家坝水电站四川岸翻坝运输系统一期工程</span><span style="color: green;">（20.97亿元），项目建成后，将提升向家坝过坝运输能力，可有效解决向家坝库区下行货物拥堵问题，破解库区资源运输难题，同时，加强宜宾、凉山等地区同重庆及长江中下游地区的沟通联系，提升承接下游产业转移的能力，对沿江地区加速融入新发展格局具有重要意义。</span></p>
