<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;"><span style="color: green;">为进一步完善管道天然气价格形成机制，推动天然气行业高质量发展。根据国家发展改革委《关于建立健全天然气上下游价格联动机制的指导意见》（发改价格〔2023〕682号）、《关于做好天然气上下游价格联动工作有关指引》和省发展改革委《关于健全完善天然气上下游价格联动机制的通知》（鲁发改价格〔2023〕552号）精神，结合我市实际，我委对居民用管道天然气上下游价格联动办法修订完善，形成了《临沂市居民用管道天然气上下游价格联动办法（征求意见稿）》，现公开征求意见建议。</span></span></span></p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">终端销售价格与燃气企业采购价格（含运输费用）实行联动。燃气企业采购价格按照市、县管理权限范围内燃气企业采购的全部气源加权平均价格确定。当采购价格明显高于市场公允价格时，不予联动或降低联动标准。市场公允价格参考两种方法确定：一是标杆法，即参考周边地区采购价格水平确定；二是溯源法，即根据当地主要气源平均门站价格变动情况进行推导。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">二、联动周期</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">原则上按年度联动、在非供暖季公布。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">三、联动方式</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">市、县发展改革部门结合实际，明确终端销售价格与上期实际采购价格或当期预测采购价格进行联动。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">按实际采购价格联动时，要严格审核燃气企业购气合同和发票，根据企业实际发生的采购成本计算采购价格。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">按预测采购价格联动时，要根据燃气企业已签订合同明确的未来天然气购进数量、价格情况和往年同期用气需求情况等，对采购价格进行合理预测。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">当市场价格持续大幅上涨，可能对居民正常生活和经济平稳运行产生严重不利影响时，可暂时中止联动。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">四、终端销售价格</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">首次建立联动机制，终端销售价格计算公式为：终端销售价格=加权平均采购价格＋配气价格。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">联动机制建立后，终端销售价格计算公式为：终端销售价格=上期终端销售价格＋价格联动调整金额。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">价格联动调整金额=（本期加权平均采购价格－上期加权平均采购价格）／（1－供销差率）±上期应调未调金额及偏差金额。供销差率原则上不超过4％。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">五、联动幅度</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">单次上调幅度原则上不超过0.5元／立方米。历史积累矛盾大的，可先明确调整目标，分几个周期逐步实施。下调可不设幅度限制。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">六、联动程序</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">在依法依规履行相关程序要求的基础上，市、县发展改革部门综合考虑气源特点、用户结构和市场状况，合理设立实施联动的工作程序，适当优化工作流程，提高联动时效，使气价变动与用户感受更契合。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">七、价格信息公开</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">燃气企业要按照市、县发展改革部门要求，按时报送采购的所有天然气价格信息，主要包括购气来源、购气数量和采购价格，并在企业门户网站或营业场所定期公开。对拒不公开或虚假公开的，市、县发展改革部门可视情采取约谈、通报、减少价格上调或加大下调幅度等措施。市、县发展改革部门制定和调整终端销售价格，应通过门户网站及时向社会公开。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">八、偏差校核机制</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">因企业天然气购销合同签订不及时或采购的市场气量价格与已联动的价格幅度差异较大时，建立偏差校核机制予以弥补，即当期联动时的综合采购价格与实际发生的综合采购价格差异，纳入后期联动统筹考虑。</span></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><strong style="color: blue;"><span style="color: green;">九、激励约束机制</span></strong></span></p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"><span style="color: green;"><span style="color: green;">探索建立标杆采购价格等激励约束机制，推动燃气企业积极优化采购渠道，降低采购价格。当实际采购价格高于标杆采购价格时，高出部分不疏导；当实际采购价格低于标杆采购标杆时，低于标杆采购价格部分由燃气企业与用户分享。</span></span></p>
