<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">对来/进料加工正在执行的电子账册项下出口成品因品质、规格或其他原因退运进境，经加工、维修或更换同类商品复出口时，允许企业凭成品退换合同在同一电子账册项下按“成品退换”方式进行管理。成品退换分“来料成品退换（4400）”和“进料成品退换（4600）”。成品退换时，应先按“来料成品退换”或“进料成品退换”方式进口原已出口的不符合品质、规格要求的成品，再出口品质、规格符合要求的成品。同一账册的成品退换申报的进出口监管方式应当对应，数量、金额应当一致。以“成品退换”方式进口原已出口的成品原则上应全部复运出口，确实不能出口的，由企业按《中华人民共和国海关关于加工贸易边角料、剩余料件、残次品、副产品和受灾保税货物的管理办法》（海关总署令第111号）的相关规定办理。
