<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">“十四五”时期民航总体工作思路调整为新的“一二三三四”，通用航空要聚焦“定支点、找定位、明方位、显作为”四方面战略要求，实现安全、智慧、高质量发展在开拓“四个新局面”上，通航也将承载更大发展责任，比如在推动产业协同发展、智慧民航建设等方面，通用航空与先进制造业、服务业上下游深度融合发展具有先天优势，特别是无人机领域，具备较强的国际竞争优势。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">第三部分为第四至十章重点任务，从通用航空服务领域多元、特点各异出发，按照“五纵两横”组织框架，明确重点任务其中，“五纵”包括公益服务、新兴消费、短途运输、无人机应用和传统业态五大重点领域，各章内统一按照“愿景描绘、规章制修、政策支持、制度保障”四个层次，分节确定任务，确保各领域任务精准聚焦、务实落地。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">“两横”包括基础保障、行业治理两大体系，为任务落实提供有力支撑在无人机广泛应用这一重点领域上，《规划》明确表示：坚持包容审慎，支持应用领域创新，在适航、运营、社会化管理等方面创新行业管理，加大适航、科研支持力度，推动无人机驱动的低空新经济发展。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">《规划》主动对接军民融合、创新驱动、乡村振兴等方面国家战略，明确相关任务安排，确保行业发展与国家重大战略保持一致在“两大保障”上，优化空域管理、完善地面保障、优化飞行保障、加强人才培养、加大创新驱动、培育航空文化等六方面任务将是夯实资源保障能力的前提；完善法规体系、优化管理机构、改进治理手段、加强协同互促等四方面任务将是持续提升治理能力的结果。</p>
