<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">河南战国赵长城遗址2000年被河南省人民政府公布为第三批河南省重点文物保护单位，其中部分赵长城遗址位于辉县与卫辉交界处的山岭上二、主要问题 一是违规采石破坏赵长城遗址文物保护法规定，文物保护单位的保护范围内不得进行其他建设工程或者爆破、钻探、挖掘等作业，因特殊情况需要进行其他建设工程或者爆破、钻探、挖掘等作业的，必须保证文物保护单位的安全，并征得相关文物行政部门同意和人民政府批准。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 图2 2023年11月7日，督察组暗查发现，瑞祥机制砂公司无证采砂形成2个巨大采坑 2022年8月，新乡市水利局批复《辉县市石门河上八里公路桥至三合店村段(2022—2024年)采砂规划》，进一步划定石门河禁采区，并要求采砂作业应当采用边开采边修复方式进行，采挖过程中应及时对河岸进行加固、修复河床，恢复生态，保证河流通畅、防洪安全。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">2022年6月以来，卫辉市和辉矿山工程服务有限公司在未取得任何用地、采矿手续的情况下，借卫辉市旅游路车西线南延工程道路建设之名，擅自违法占地并开挖石灰岩等矿产资源约46.8万吨，破坏自然山体面积约190亩。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">森林法规定，矿藏开采确需占用林地的，应当经县级以上人民政府林业主管部门审核同意，依法办理建设用地审批手续卫辉市天然资源有限公司未办理占用林地审批手续，在采矿证许可范围外长期越界开采矿石破坏自然山体和林地，其中四车间2018年以来越界开采共计破坏自然山体和林地面积约295.2亩，包括林地35.3亩。</p><img src="https://p0.ssl.img.360kuai.com/dmfd/__60/t01c12493e372813ce4.webp" style="width: 100%; margin-bottom: 20px;">
