<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">屡屡无证或超范围挖采致山体河道受损 辉县市、卫辉市的矿山石料、河砂等矿产资源丰富，是河南省重要的砂石骨料供应基地督察组通过明查暗访，发现了多起违规挖砂采石事件 石门河流经辉县市中西部，河道内砂石资源丰富。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">《河南省河道采砂管理办法》规定，河道采砂实行许可制度但督察发现，自2021年以来，辉县市瑞祥机制砂有限公司等制砂企业，未获采砂许可，在属于西土楼大桥下游2000米禁采区范围的石门河河道内无证采砂约160万吨。</p><img src="https://p0.ssl.img.360kuai.com/dmfd/__60/t01339cd008cb89aeb2.webp" style="width: 100%; margin-bottom: 20px;">

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 经核查，这两个采坑面积分别约为36亩和27亩，其中，约19亩和20亩为此河段被划定为禁采区以后新增开采形成 督察组成员告诉记者，相关企业长期私挖滥采河砂，且未按规定及时修复河床、恢复生态，挖砂产生的废料随意堆放，严重破坏了河床生态环境，影响行洪安全。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 此外，督察组还发现了其他违规采矿破坏生态环境的情况 ——2022年6月以来，新乡市和辉矿山工程服务有限公司在未取得任何用地、采矿手续情况下，借道路建设之名，擅自占地并开挖石灰岩等矿产资源约46.8万吨，破坏自然山体面积约190亩。</p><img src="https://p0.ssl.img.360kuai.com/dmfd/__60/t014896886249d38075.webp" style="width: 100%; margin-bottom: 20px;">

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">督察组暗查发现卫辉市天然资源有限公司四车间违规越界采矿（中央第二生态环境保护督察组供图） ——卫辉市天然资源有限公司在未办理占用林地审批手续的情况下，在采矿证许可范围外长期越界开采矿石其中，该公司四车间2018年以来越界开采共计破坏自然山体和林地面积约295.2亩，包括林地35.3亩。</p>
<h3 id="sub_title_9" style="text-align: left; margin-bottom: 10px;">9.国家级生态文化保护</h3>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">缺乏文物保护意识破坏赵长城遗址 河南战国赵长城遗址于2000年被公布为第三批河南省重点文物保护单位督察发现，卫辉市天然资源有限公司四车间除违规越界开采矿石外，还对当地赵长城遗址造成了破坏 根据文物保护法的规定，文物保护单位的保护范围内不得进行爆破、钻探、挖掘等作业，因特殊情况需要进行的，必须保证文物保护单位的安全，并经核定公布该文物保护单位的人民政府批准，在批准前应当征得上一级人民政府文物行政部门同意。</p>
<h3 id="sub_title_10" style="text-align: left; margin-bottom: 10px;">10.国家级生态文物保护区经费</h3>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 然而，2018年，卫辉矿山主管部门为卫辉市天然资源有限公司四车间办理采矿许可证时，未按规定征求文物行政部门意见，将赵长城遗址唐庄2段长达651米的遗址划入采矿范围该公司在此后的采矿过程中，未能保证文物保护单位的安全，对450余米赵长城遗址造成了破坏。</p><img src="https://p0.ssl.img.360kuai.com/dmfd/__60/t01b6286d92fba9099e.webp" style="width: 100%; margin-bottom: 20px;">
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">卫辉市天然资源有限公司四车间矿区内的赵长城遗址（中央第二生态环境保护督察组供图） 记者在现场看到，矿区内的赵长城遗址位于一座小山岗的山脊上，可见长度约200米，山岗周围区域矿石开采作业的痕迹十分清晰根据这段现存遗址，已难以辨别赵长城的原本走向。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 督察组还发现，此前还有其他企业在违规采矿过程中曾对赵长城唐庄1段和常村1段造成破坏数据显示，2012年，河南省认定赵长城唐庄1段、唐庄2段、常村1段三段长城实际共存在3010米，截至目前仅存在855米。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">加大监管力度 遏制私挖滥采行为 督察组成员告诉记者，无证、越界等违规采矿挖砂行为对自然山体和林地产生了严重破坏辉县、卫辉一些企业为谋取非法利益，长期违规采矿挖砂破坏生态环境，反映了地方相关部门监管不力。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 督察组表示，赵长城遗址被划入采矿范围并遭到破坏，反映出地方相关部门文物保护意识不强，制定采石挖砂规划未统筹考虑文物保护工作；同时，相关企业缺乏文物保护法治意识，未能保证文物保护单位的安全 督察组表示，将进一步调查核实有关情况，并按要求做好后续督察工作。</p>
