<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;"> 会议研究我省深入推进全域土地综合整治有关工作，强调要深入学习运用“千万工程”经验，认真贯彻中央关于改革土地管理制度、增强对优势地区高质量发展保障能力的部署要求，以县域为统筹单元、以乡镇为基本实施单元，稳妥有序谋划推进全域土地综合整治，加快形成良田集中连片、村庄布局优化、产业集聚发展、生态健康优美的土地保护利用新格局，更好助力“百县千镇万村高质量发展工程”实施。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">要加快制造业绿色转型步伐，推广应用节能减排技术，推进村镇工业集聚区升级改造；加快构建清洁低碳的新型能源体系，大力发展海上风电和分布式光伏发电，推动核电项目滚动开发；推广利用清洁低碳的交通运输及作业工具，从源头上减少空气污染排放。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">要健全珠三角区域大气污染联防联控机制，推进多污染物协同减排，严厉打击违法排污行为，努力形成多元共治的大气污染治理格局要积极引导公众培养形成绿色低碳的生活方式，共同守护好蓝天白云 会议研究我省节能降碳有关工作，强调要完整、准确、全面贯彻新发展理念，坚持节约优先方针，更高水平、更高质量做好节能工作，更好发挥节能降碳的经济效益、社会效益、生态效益。</p>
