<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">又一地通知！苏州市住房城乡建设局为防范建筑外墙保温脱落、渗漏风险，经广泛调研、深入研究，制定了《关于推行建筑外墙保温一体化应用工作指引》，2025年3月1日起，全市新报施工图审查的公共建筑按照本工作指引设计施工；2025年6月1日起，全市新报施工图审查的民用建筑按照本工作指引设计施工。</p>
<h3 id="sub_title_4" style="text-align: left; margin-bottom: 10px;">4.外墙保温系统及材料应用统一技术规定(暂行)</h3>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">建筑外墙保温一体化查阅住建局文件之前，我们先来看一下建筑外墙保温一体化的两大类型：保温结构一体化、保温装饰一体化，两者乍看上去容易犯迷糊，实际上完全不是一个意思，工程人要分清楚01保温结构一体化“保温结构一体化”的。</p>
<h3 id="sub_title_5" style="text-align: left; margin-bottom: 10px;">5.外墙保温一体化是什么意思</h3>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">“保温装饰一体化”示例住建局通知各县级市（区）住建局（委）、苏州工业园区规建委，各有关单位：为防范建筑外墙保温脱落、渗漏风险，经广泛调研、深入研究，我局制定了《关于推行建筑外墙保温一体化应用工作指引（试行）》（见附件），请各地、各有关单位加大推广应用力度，落实工作指引各项要求，全面提升全市房屋建筑外墙保温工程质量安全水平。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">筑外墙保温设计、施工、维修实际，制定本工作指引，具体如下：一、关于外墙保温一体化系统本指引所称建筑外墙保温一体化系统专指免拆模保温结构一体化系统和保温装饰一体化系统两类（一）免拆模保温结构一体化系统是以复合保温免拆模板为外墙外侧模板，设置预埋锚固连接件，将复合保温免拆模板与混凝土外墙整体浇筑形成的保温结构一体化建筑墙体节能工程。</p>
<h3 id="sub_title_10" style="text-align: left; margin-bottom: 10px;">10.外墙保温一体化技术</h3>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">复合保温免拆模板外侧找平层应采用网格布和后置锚栓固定，最外侧原则上选用涂料饰面（二）保温装饰一体化系统是由保温装饰板、粘结砂浆、锚固连接件、密封胶、托架等组成，采用粘结和锚固的固定方式，安装于建筑物外墙外侧形成的保温装饰一体化建筑墙体节能工程。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">二、推广范围三层（含）以上未采用建筑幕墙的房屋建筑工程应推广应用建筑外墙保温一体化系统，其中高度大于27米的住宅工程宜推广应用免拆模保温结构一体化系统和全砼外墙结构三、工作要求（一）材料要求1.信息归集。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">对苏州市房屋建筑工程的建筑外墙保温一体化系统生产供应企业提供建筑材料信息归集服务苏州市新型建筑材业协会网站将及时公布已归集企业和产品信息信息归集与动态核查要求另行发文明确2.材料性能建筑外墙保温一体化系统宜使用燃烧性能等级为A级的的保温芯材，基本性能指标还应满足相关要求（详见附件）。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">（二）设计审图1.细化设计建设单位应委托主体设计单位或其他有资质的单位进行建筑外墙保温一体化系统细化设计细化设计应包含排版分格、保温材料性能、锚固连接件材料性能、锚固连接节点、墙体饰面材料的锚固或拉伸粘结强度，关键节点构造详图，构造详图应包括阳角、阴角、门窗洞口、女儿墙、勒脚、变形缝、穿墙管道、落水雨水管部位及空调室外机搁板等部位。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">非主体设计单位进行细化设计的，应组织专家论证并经主体设计单位书面确认2.施工图审查施工图审查机构应加强建筑外墙保温一体化系统设计文件审查，重点审查结构体系、构造措施、节点详图、保温材料和锚固连接件性能参数等，对审查不符合标准要求的，不得出具施工图审查合格书。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">（三）进场施工1.专项方案施工单位应根据细化设计单位和厂家的技术交底制定建筑外墙保温一体化系统专项施工方案，方案应包含组成材料信息、安装施工工艺、控制涨模和漏浆等关键节点加强处理、隐蔽工程验收、材料检测、实体检测、等内容。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">专项方案应报细化设计论证专家和监理单位审查合格2.样板先行建设、监理、施工单位应建立样板先行制度，正式施工前在现场制作采用相同类型建筑外墙保温一体化系统的样板间（≥300平方米），并开展原材、实体检测，检测合格后方可进行工程施工。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">施工单位应结合细化设计、专项方案和样板间施工实际，对作业人员进行施工技术交底与实际操作培训作业人员经培训合格后方可上岗3.现场监理监理单位应查验建筑材料信息归集码，并严格执行见证取样和“扫码”送检制度制定针对性监理实施细则，严格落实工程关键工序旁站和平行检验制度。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">在样板间或工程施工过程中，凡发现建筑外墙保温一体化系统中保温板断裂、锚固件断裂或脱落的，要查明原因并返工整改到位，对不合格材料实施退场处理，并将有关情况及时报告当地工程质量监督机构（四）监督管理1.监督抽测。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">工程质量监督机构应将建筑外墙保温一体化系统的原材料及安装施工质量作为必查重点内容，对进场未施工的原材料进行随机监督抽测，对已施工的建筑外墙保温一体化系统开展实体抽测（每一类一体化系统不少于1组），不合格的，一律退场或返工，并依法依规对相关责任单位进行处理。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">2.从严处理针对建筑外墙保温一体化系统生产供应企业信息归集弄虚作假，以及在同一工地两次或两个工地以上出现保温板断裂、锚固件断裂或脱落问题的，在信息归集系统中对生产供应企业进行重点提示，并抄送市场监管部门查处。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">四、应用时间2025年3月1日起，全市新报施工图审查的公共建筑按照本工作指引设计施工2025年6月1日起，全市新报施工图审查的民用建筑按照本工作指引设计施工鼓励2025年3月1日前已经取得施工许可证尚未开展外墙保温施工的房屋建筑工程项目，按照本工作指引推广应用建筑外墙保温一体化系统。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">五、保障措施1.对于全面应用外墙保温结构一体化系统的项目，在原预制装配率基础上，按增加预制装配率2%计算2.施工、监理单位在样板间或工程施工过程中发现生产供应企业供应不合格原材料，以及保温板断裂、锚固件断裂或脱落问题，能主动报告当地工程质量监督机构并经监督机构复核属实的，施工或监理单位可以在信用评价时申请加0.1分/项，同一施工或监理单位最高加0.2分，有效期6个月。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">六、其它要求1.各地施工图审查机构、工程质量监督机构应按照本指引要求切实履职尽责，督促参建企业落实主体责任，严防建筑外墙保温工程质量安全事故2.鼓励各地针对新建房屋建筑工程外墙保温系统试点引入工程质量潜在缺陷保险机构，强化施工过程质量管理，保障质保期内外墙保温质量保修工作正常进行。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">【附件】建筑外墙保温一体化系统基本性能指标一、保温结构一体化系统1.复合保温免拆模板面密度≤40kg/m²，抗弯破坏荷载≥4000N，抗冲击性≥10次，压缩弹性模量≥20000kpa，防护层与保温芯板拉伸粘结强度≥0.15MPa。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">2.免拆模保温结构一体化系统使用保温芯材燃烧性能等级应为A级，干密度≤180kg/m³，抗压强度≥0.4MPa，软化系数≥0.80，垂直于板面方向的抗拉强≥0.15MPa，干燥收缩值≤1.5mm/m；A1级保温芯材导热系数≤0.050[W/（m·K），体积吸水率≤5%；A2级保温芯材导热系数≤0.060[W/（m·K），体积吸水率≤7%。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">3.预埋连接件数量：建筑高度小于等于50m时不应少于7个/平方米；建筑高度大于50m时不应少于9个/平方米；进入现浇混凝土基层的有效锚固深度不小于90mm4.免拆保温模板外侧砂浆找平层厚度不宜超过10mm。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">砂浆层耐碱网布外设置后置锚栓，每平方米不应少于5个，进入现浇混凝土基层的有效锚固深度不小于50mm二、保温装饰一体化系统1.保温装饰一体板使用的保温芯材燃烧性能等级应为A1级2.外墙保温装饰一体板板面密度≦20kg/㎡，单块重量不得超过 20kg。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">3.金属面板保温装饰板应使用热压工艺制作4.保温装饰板应采用点框方式粘贴方法，粘结面积比不应小于85%，边角部位应满粘每层设置一道不锈钢托架，厚度不应小于 2mm锚固件所用锚栓应采用旋入式锚栓，锚固件数量：固定在混凝土墙体时应不少于9个/平方米，且不少于4个/块，固定在加气混凝土墙体时，锚固件数量不少于14个/平方米。</p>
<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">住建厅重点推广应用建筑外墙保温系统江苏省住房和城乡建设厅科技发展中心、江苏省绿色建筑协会、江苏省建筑产业现代化促进会、江苏省建设机械金属结构协会联合发布了第一批改善型住宅重点推广应用新产品，包括围护结构、热泵空调、智能智慧3个类型。</p>
