<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">运三高铁线路虽然短，但属于山西与河南的跨省高铁，由国铁集团主导推进，项目依然处于地方前期研究阶段，谁来出钱，出多少钱都还不清楚而南衡高铁柳州至衡阳段也依然是处于规划研究阶段，去年湖南和广西已联合委托铁路设计院完成了深化可研编制工作，但距离实施依然较远。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">地处长三角地区的宁杭高铁二通道、杭临绩高铁、甬台温高铁由于都是属于既有高铁的平行线路，建设的必要性等都还有待进一步研究，目前都还处于预可研或规划研究阶段虽然它们都是“十四五”铁路规划建设项目，但目前来看短期并没有开工的可能性。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">京雄商高铁作为我国京港（台）高铁通道重要组成部分的北京至雄安新区高铁，在雄商段推进开工的时候还会一同出现，而雄商高铁开工后，丰台至雄安新区段已经很少提及，也没有什么进展，因此“十四五”也已没有开工的可能。</p>

<p style="font-size: 18px; line-height: 40px; text-align: left; margin-bottom: 30px;">宁夏规划的定西至平凉至庆阳铁路甘肃和宁夏的定平铁路，这两年由于沿线各地对线路走向方案意见不一致，至今还没有确定推荐线路方案，磕磕绊绊的没有实质性进展，开工时间也已越推越远了而与广东广西两省区有关的柳广铁路梧州至广州段、罗岑铁路这两年前期工作也是没有什么实质性进展，像梧州至广州段一直停留在预可研阶段，而罗岑铁路作为一条“烂尾”后重启的铁路，这两年也是一直停留在可研阶段，始终没有可研批复的消息。</p>
